With a degree in Environmental Sciences and a master’s degree in Energy Law, Ms. Rivera belongs to the Superior Body of Civil Administrators of the State.

She is serving in her current position since in December 2023, after being (since January 2020) Director of the Cabinet in the General Secretariat of Innovation, at the Ministry of Science, Innovation and Universities, being also advisor of the Center for Technological Development and Innovation (CDTI) and president of the Permanent Commission of the Spanish Space Agency.

Previously was an advisory member in the Cabinet of the Third Vice-President of the Spanish Government and Minister for the Ecological Transition and the Demographic Challenge.

Besides, she has a long-standing experience in International Relations activities. Before entering in the Spanish Administration, Ms. RIvera started her career by working during four years at the Council of Europe, in the field of cooperation and human rights and in the consulting. Since then, her portfolio of international activities includes other relevant duties, such as her membership within the Management Board of the European Environment Agency, her role as coordinator of the User Forum of the Earth Observation Programme, and her contributions to the Copernicus programme for six years. More recently, from August 2021 to September 2022, she worked for the European Commission as a leading national expert at the European Environment Agency, in monitoring climate change with earth observation data and products, as well as in the preparation of indicators. and data for decision making.
